In its first phase, the Project will develop an empirical analysis on the nature and the dynamics of existing cooperation models and infrastructures -networks, associations, organizations- operating at local, national, sub-regional and bi-regional level, in order to verify the scope, strengths, weaknesses and features for the creation of a Common Education Space between Latin America, the Caribbean and the European Union.
The aim of this study is the analysis of the different articulation’s typologies of the existing networks, the potential overlap, differential access to resources and subsequent conflicts, identity problems and representation, etc.
The results of this “State of the Art Report” will be shared and discussed during the International Seminar in Buenos Aires in October 2009 to get to a first methodological framework upon which the Project will start activating the VertebrALCUE structure through its pillars: the ALCUE Units.
The second phase will be based on the results of the above mentioned activities and will consist in the implementation of the ALCUE Units and also in the development of the “vertebral structure” of VertebrALCUE, through the modeling of the local, national, regional and bi-regional levels prototypes.
The program will promote the thematic dialogue though the design of Thematic Networks in the four levels -local, national, regional and bi-regional-, focusing on the ALFA III’s goal of developing the relationship between Universities and Society.
The last phase will consist in a field evaluation of the VertebrALCUE infrastructure in the 17 different countries involved in the Project, with the presentation of the results during the Final Conference, in 2011.
