The VertebrALCUE project aims at offering both a bottom-up and top-down complementary structural support to strengthen existing networks and to offer structural support to new lasting links, agreements and networks. It also aims at giving major contributions to both different levels of articulation of academic cooperation among LA HEI and between LA and EU HEI, through the design and implementation of a cooperation infrastructure at institutional, national, regional and international level.

To achieve these goals, the Project will -at first- implement at least 25 ALCUE Units in the Partners' Institutions which will have common functions but, at the same time, will take into account the context peculiarities, the differences of the institutions in which they will be implemented and the feedback received from their territories. They will operate as independent but interlinked “vertebras” of the VertebrALCUE infrastructure and will represent the bottom-up side of the action.

The following step will consist in the development of a model structure including functions, minimum requirements, feasibility, action plan, and evaluation criteria for the ALCUE National Coordination Units which should communicate, coordinate and operate on Priority Issues with players at national level, enabling integration and valorisation at national level of local the ALCUE Units.

The Project will eventually carry on a study on the feasibility of a Multi-polar Coordination Structure at regional level for the Latin American integration and participation in the implementation of the ALCUE Common Area of Higher Education
