1) Can an Higher Education Institution participate in the Project and set up an ALCUE Unit?

Yes. This, however, would only be possible once the Partners' ALCUE Units had been set up and the Blueprint for the ALCUE Unit setting up had been published. The participation should be approved by the Project Coordination Group and the European Commission. The Institution would be eventually included in the Project as Associated Partner.
